Husband and I fight about money?

I need help or some advice. My husband and I both work and we make around 1500 everytwo weeks after taxes. Our rent is 739 plus water 30 and electricity 110. Groceries 100 everytwo weeks,diapers,gas. We always run out of money and like right now we have 6 dollars until Thursday. We fight because I feel he spends too much money. We should have money left over at least to make it to our next check and we never do! I need help setting up a budget or something. He got so frustrated yesterday he threw a statue at the door and shattered it everywhere. Not only are we dealing with someone who is immature,he has anger issues too. I know the pressure of not having money gets to you but geez. Help!
