Why can't the U.S. military make animal-human hybrids to use for war? Wouldn't that be sweet?

Can you imagine having a big ol' army of lion people with guns? We could make crocodile people, deer people, dog people that can sniff out mines, etc. How cool would that be? How come the government doesn't do this? Since they are animals and don't have souls, it wouldn't really be wrong.
